
ACU’s Russell Parker Recalls His Best Multi-Vendor Engagement, Delves into Considerations Around AI in Education and ‘Humanising’ Technology
May 6, 2025 | 5 minsWhen Russell Parker was CIO at Service Victoria, he engaged Deloitte, DXC Technology and PwC to help deliver end-to-end tech infrastructure that would support the state government’s Solar Homes Program.
The combined team had three months to build a citizen-facing front end that would handle applications from Victorians for rebates when they installed solar panels, batteries and solar hot water systems.
It would also provide biometric-enabled identity verification, semi-automated processing of exceptions, backend CRM and contact centre capabilities as well as a portal for accredited suppliers and installers.
Parker recalls this vendor engagement as one that stood above others during his lengthy career as a senior technology practitioner.
“We were given three months to deliver what was arguably six or seven months of work; everybody came to the table, rolled their sleeves up and took a ‘whatever it takes’ type of attitude to ensure that we succeeded,” Parker tells ADAPT.
